    上海宝华国际招标有限公司（以下称招标机构）受广东韶钢松山股份有限公司（以下称买方）委托，就其氮氢氧测定仪 项目所需的下列货物进行国际公开招标，邀请合格投标人进行网上电子投标。
1、 招标货物名称、数量、技术规格和资金来源:
  货物名称：氮氢氧测定仪 数量： 1套分析范围：氧：0.00005～5.0％氮：0.00005～3.0％氢：0.1～200μg/g 要求分析仪在出厂前必须内置检测池全量程范围的线性化工作曲线。分析精度（标准试样）：氧：0.2μg/g或RSD0.5％（二者满足其中之一）氮：0.2μg/g或RSD0.5％（二者满足其中之一）氢：0.06μg/g或RSD 1.5％（二者满足其中之一） 
2、 交货地点和交货时间
  交货地点：广东韶钢松山股份有限公司现场
交货时间：2010年7月10日，CIF中国广州新风港 2010年7月30日, CIP广东韶钢松山股份有限公司现场
3、 *凡确认投标的投标人请登录中国国际招标网( http://www.chinabidding.com/ )，务必在开标前注册为其会员并通过年检以获得投标资格，中标情况将在中国国际招标网公示。
4、 宝华招标网 (http://www.baosteelbidding.com/)为电子招投标的计算机系统平台，投标人须采用企业电子CA证书登录宝华招标网进行购标、投标和开标活动。
5、 购买招标文件时间：发布招标公告日起到投标截止时间止。
6、 招标文件售价：招标文件英文版及中文版一套（电子版），若中文和英文版有冲突以中文版为准。
售价为人民币600.0元或75.0美元整。
招标文件均按标段进行计价出售，投标人成功购标后，自行下载招标文件和投标文件模板。招标文件一经售出不得退还。
7、 投标截止时间和开标时间：
2010年01月20日 09时00分 （北京时间）。投标人应于投标截止时间前在宝华电子招标网成功递交所有电子投标文件。
8、 开标方式：电子开标。
9、 开标地点： 宝华招标网本项目开标大厅。
物理开标地点： N2208。
10、 *对投标人的资格要求：
  投标商应具有设计、制造本标书所规定设备的资格和能力，对设备的分析精度、质量、使用性能、投标的完整性、安装指导及调试负责。投标人应在开标前与招标方进行技术交流，并签定技术协议。投标人提供的氮氢氧测定仪主体设备必须是国际知名品牌产品，有三年以上类似设备的供货业绩，该类型仪器在中国有至少20家以上的用户，并提供相关证明。投标人不是设备制造商的，必须取得货物制造商为本次投标货物提供的唯一有效授权证书。

    Shanghai Baohua International Tendering Co., Ltd （Hereinafter referred to as Tendering Agency）is commissioned by SGIS Songshan Co.,Ltd.（Hereinafter referred to as tenderer）on international open bidding for the following goods required in Nitrogen、Hydrogen、oxyhydrogen cryoscope and invites eligible bidders to online e-bidding。
1、   The name, quantity, technical specifications and fund sources of goods for tendering:
  Nitrogen、Hydrogen、oxyhydrogen cryoscope 1 set Analysis range: Oxygen: 0.00005 to 5.0% Nitrogen: 0.00005-3.0% Hydrogen: 0.1-200μg/g The analyzer shall be provided with built-in linear working curve in full range. Analysis accuracy (reference specimen): O: 0.2μg/g or RSD0.5% (alternative) N: 0.2μg/g or RSD0.5% (alternative) H: 0.06μg/g or RSD1.5% (alternative) 
2、   Delivery time and place: 
  Delivery place：SGIS Songshan Co.,Ltd.
Delivery time：July 20, 2010，CIF Xinfeng port ,Guangzhou July 30, 2010，CIP SGIS Songshan Co.,Ltd.
3、 *The bidders who have confirmed to participate the bid must log on China International Bidding Website(http://www.chinabidding.com/)，and register. Please make sure you have registered and passed through the annual review before bidding. The awarding will be publicized on China International Bidding Website.
4、 Baohua E-bidding website (http://www.baosteelbidding.com/)is a computer system on which the bidder can purchase bid and submit bid affter log in using its company authority. 
5、 Time for purchasing Tendering Documents: Starting from the date of releasing the tendering bulletin up to the deadline for submission of bids (9:00 -11:00, 13:00-16:00 each day, except for holidays).
6、 Sales prices of the tendering document: tendering document in English and Chinese version (including electronic version). The Chinese version shall govern in case of any discrepancy between the Chinese version and the English version.
 
  Sales price is RMB600.0 or USD75.0。
  All tendering documents will be sold by bid package (or section). After purchasing the bid, the bidder can download the tendering document and the template of bidding document. No refund of the tendering document after sale.
7、 Deadline for submission of bid and Bid Opening Time:
  2010-01-20 09:00（Beijing time）。The bidder shall submit all bidding documents on Baohua E-bidding tendering website before the deadline for submission of bid.

10、   *Requirements of Bidder’s qualification:
  *The bidder should have the qualification and competency for designing and manufacturing the equipment specified in the tendering document, and should be responsible for analysis accuracy, quality, and operation performance, completeness of bid, and supervision on installation and commissioning.The bidder should do technic exchange with the tenderee before opening of bid and sign agreement. *The main machine of Nitrogen、Hydrogen、oxyhydrogen cryoscope supplied by the bidder shall be of well-known brand in the world. The bidder shall have supplied the similar equipment for at least 3 years and has at least 20 customers in China, the relevant certificate shall be given. In case the bidder is not the manufacturer of equipment, the exclusive authorization for the bid shall be issued by the manufacturer.
